WHITTIER - The city is getting some extra help in its negotiations with Los Angeles County to get the right to drill for oil in the Whittier Hills.The City Council this week agreed to pay up to $75,000 to Community Conservancy International to review the plan to drill for oil and report on the effect drilling would have on the open space area in.

A second $120,000 contract with Esther Feldman, author of Proposition A, a 1992 parcel tax that paid for the purchase of 1,280 acres, also was approved.
