BALDWIN PARK - Grand jury testimony reveals that a then-Baldwin Park councilman allegedly threatened to run a rental-car company out of town, took cash advances for expenses later charged to a city credit card and racked up more than $400 on a phone line meant for a city computer.

The witnesses accounts prompted a grand jury to indict former Councilman Bill Van Cleave in September, and the District Attorney later filed charges accusing him of of misappropriating public fund's.
