Summary


Covina has complained for years about state take-aways being the reason for its fiscal problems. However, Proposition 1A, which bans those take-aways, was passed by the voters in November. Further, the city never mentions added or new revenues from the state, preferring to count only the reductions. Consequently, that excuse for Covina's financial woes should no longer be valid.

Covina's revenues are exceeding not only inflation, but also estimates for the year. Sales-tax revenues have increased beyond expectations and the utility tax is now being applied to cell phones (thereby generating up to an additional $800,000 per year). Plus, increased and new fees for code enforcement, citations, building permits, business licenses, and other items are also contributing to this higher revenue stream.
