RAND has offered some common-sense recommendations for beefing up security at Los Angeles International Airport none of which requires Los Angeles Mayor James Hahn's $9.1 billion LAX expansion plan.
Surely Hahn and City Councilwoman Cindy Miscikowski, a fellow LAX "modernization' backer, were hoping for something to justify their proposed spending spree. An earlier Rand study found that, in some ways, Hahn's plan might actually make LAX more vulnerable to terror attack.
