Summary


LAST week's departure of Karen Hughes as Undersecretary of State for Public Diplomacy provides the White House with an excellent opportunity to fill a void that has persisted since the creation of the position in 2001. To ensure success, it must leverage the good that the outside world sees in America against whatever bad they see in the Bush administration.

The office was formed with the post-9/11 intent of "promoting America's values and confronting ideological support for terrorism around the world," focusing on the ever-shrinking group of moderate Iraqis. The idea of diplomatic soft power - the term that refers to using cultural or non-military means to shape foreign policy - isn't new but it does seem to have been largely ignored, or at least undervalued, by the current White House.
