Reports: El Monte Officer Kicked Suspect Because He Was Afraid

The El Monte police officer who kicked a prone suspect in the head following a high-speed chase did so because he feared for his own safety after he saw the suspect "slightly flinch," according to a written report from the officer.

The officer, George Fierro, then pepper sprayed El Monte Flores gang member Richard Rodriguez after Rodriguez appeared to flinch again, according to Fierro's report.The May incident prompted widespread criticism because news cameras captured Fierro kick Rodriguez in the face as Rodriguez was face-down on the ground, having apparently surrendered.
