The El Monte City Council and Community Redevelopment Agency met Tuesday to hear some bad news the proposed budget for 2004-05 shows a $3.4 million shortfall.

Clara Wong, assistant city manager for administrative services, reported the likelihood of massive debt for the city up to $8 million by 2008 unless voters pass two November ballot measures.
