THERE are still many instances of racial insensitivity in the United States, but this country has made great progress over time, achieving a measure of tolerance and understanding found in few places on Earth.

For all its geographic proximity and its strong cultural and economic ties, none of this appears to have rubbed off on Mexico, where its leaders can't admit they have a problem.
