Summary
It appears Pasadena will likely revert to a semi-arid desert based on the new watering limits. Not only has Pasadena and other cities sat on their behind to assure an adequate supply of water, but have exacerbated the problem with unconstrained development policies.
Excuses over the years have generally focused on costs, but what of the basic requirements to sustain the human population! On the other hand, our environmentalists have been instrumental in setting Draconian water policies to preserve the ill-defined Sacramento delta smelt and to replenishing wetlands at the demise of domestic and agricultural requirements. Rain and snow pack water now being diverted to the natural environment instead of to farmers and cities is mostly just flowing to the ocean, not to the Delta or other wetlands.See the full content of this document
