During the 1970s, supporting "neighborhood schools" was often code for opposing busing for school integration.

But these are different times, with different demographics, and very different finances. Busing is no longer an issue. Neighborhood school is now a progressive term that represents not only community empowerment, but also a fiscally pragmatic response to today's new education economy.
