After decades of allowing seniority to dictate teacher compensation, it's time for teachers' unions and school districts in California to come up with new formulas to properly assess and compensate public school teachers.

This is not going to be an easy conversation, but our new financial reality is forcing unions in other parts of the country to talk about new forms of teacher pay in ways that wouldn't have been imaginable 10 years ago. The Obama Administration has also pledged $200 million toward projects that come up with alternatives.
