Summary


VOTERS should reject both Proposition 68 and Proposition 70. Neither are good for California because both bypass local input in expanding gambling in the state. Even backers of Proposition 68, card club and racetrack owners, realize they're throwing good money after bad. Polls indicate voters aren't falling for this shell game. Sponsors pulled the plug on the campaign Wednesday.

The measure was doomed from the beginning because Proposition 68 has little to do with Indians paying their "fair share.' Instead, the measure is about giving 11 card clubs and five racetracks, including Arcadia's Santa Anita, their share of Nevada-type gaming. Along the way, it tries to take away Native American rights again by mandating tribes pay 25 percent of their slot revenues to local governments.
