WEST COVINA - After nearly 30 residents rallied against a proposed medical building being built near the West Covina County Library at a three-hour public hearing Tuesday, the Planning Commission narrowly voted down the $13 million plan.

The commission voted 2-1 to deny several measures that would have paved the way for Industry-based CGM Development to build a 55,680- square-foot, four-story medical office building at the northwest corner of West Garvey Avenue and West Covina Parkway.
