I drive on Beverly Drive many times a month to avoid the morning traffic on Beverly Boulevard. Within the past month the city of Whittier has constructed barriers along that stretch of the road.

I understand the intent of building those barriers is to slow down traffic, but what I want to know is who is going to flip the bill when accidents start to occur? Whoever designed those barriers put no thought into what they have constructed.
