WHILE we like the idea of better tracking and containment of paroled sex offenders, we don't believe another layer of state bureaucracy will do any good. The Senate Committee on Public Safety should give a thumb's down June 28 to legislation that would establish a state oversight board.

Assemblywoman Judy Chu, D- Monterey Park, has the right idea when it comes to better coordination between the various departments charged with tracking offenders, but a task force could accomplish the worthy goals she seeks.
